The Transformation Programme
Our Department has been undergoing extensive organisational change in recent years, most notably in response to the recommendations outlined in the Toland Report, 2014. More recently, we have commenced work on a significant Transformation Programme, responding to the recommendations of the Effectiveness and Renewal Group in their first report, which was published in June 2018. The Transformation Programme aims to create a Department that is agile, evidence based and open, while remaining loyal to traditional civil service values of integrity, impartiality and professionalism.
We are putting in place new structures, work processes and skills to meet the challenges and opportunities of the 21st century. This will enable us to achieve our vision of a safe, fair and inclusive Ireland.
New Operating Model
In line with recommendations, the Department has been re-aligned under a Civil Justice and Equality Pillar and a Criminal Justice Pillar, both supported by a central Corporate Pillar. Our new target operating model also encompasses moving toward a functional way of working, with activities in each pillar being re-organised into core functional units: Policy, Legislation, Governance, Transparency and Operations.
The target operating model will create a better organisational platform for:
Integrated and evidence based policy on criminal justice and civil justice and equality
A focused and prioritised approach to legislation
Respectful but demanding and consistent governance and oversight of the agencies within the Department’s remit
Consolidated, timely and consistent flow of information and communications both externally and internally
Professionally managed operations across the entire Department
Transformation Programme Board
The Transformation Programme is overseen by the Transformation Programme Board, which will ensure that the programme is conducted in accordance with good governance principles. In addition, it will also ensure the project is delivered on time, within budget and that the design solutions are appropriate. The board consists of six members and is led by our Secretary General, Aidan O’Driscoll. Transformation Management Board
The Transformation Management Board oversees the programme's business decisions and design approval. The board is led by our Secretary General, Aidan O’Driscoll, Deputy Secretaries, Oonagh Buckley and Oonagh McPhillips, and consists of a total of 12 members from across the Department of Justice and Equality.

Working sessions on Organisational Design commence across the Department
Publication of the third Department of Justice and Equality Effectiveness and Renewal Group (ERG) Report
- Sign-off of the High-Level Design phase, which informed the Department's new enhanced functional model
- Commencement on the Detailed Design phase to design the various components of each function and teams in the new model
- Update on the Department's Transformation Programme and progress to date for the Civil Service Management Board (CSMB)
- Continued work for business Readiness activities in advance of transitioning to the new model.
Culture and Values
The Department launched a Culture and Values Charter in March, 2016. This significant piece of work was developed through talking and listening to our colleagues in the Department, our agencies, civil society and other government departments.
Throughout the Transformation Programme we will continue to focus on our objective of developing an engaged, open and listening culture to better support and empower our people to live our core values every day and have a positive impact on those we serve. Through the work of the Transformation we will continue to support these values in design activities, analysis, actions plans and communications.
